- Program is for Hawaii Island residents whose primary residence is in a rural area on Hawaii Island.
- Must own the home.
- Family Income must be between 30% and 80% of HUD’s current area median income.

- Home in need of rehabilitation or modification must be a permitted structure and applicant’s primary dwelling.
- Work to include only critical home repairs and modifications necessary to alleviate health and safety concerns.
- Applicant intends the housing to continue to be his/her primary dwelling for at least five years after the repair or modification.
- Cost for any rehabilitation or modification may be waived or discounted depending if his/her housing cost is more or less than 30% of his/her income during any month.
